A master reset needs to be performed to unlock the device. Here are the steps for a Master Reset which will clear any software hang-ups:
Turn the unit off and unplug it from the power source.
Touch the lower right hand corner of the screen and keep it touched.
Still in contact with the screen turn the unit ON.
Once the device powers on release the power button.
A message appears asking if all the user data can be erased.
Release contact with the touch screen and touch YES.
This should automatically reset the device. Now follow what the on screen prompts indicate and allow it to acquire satellites by placing it where it has unhindered exposure to the sky.
How to update the firmware on a Garmin Nuvi 1300
A free application called Garmin WebUpdater will need to be downloaded and installed on a computer.
This application is a guide which takes the user through the software update process for a Garmin device. It can be run whenever one needs to check for software updates and install them.
Once the application has been installed on the computer the Garmin device can be plugged in with a USB cable and the software updated. Once the updates are completed the system will intimate what was downloaded and whether it was successful.

A factory reset and WebUpdater have failed to restore it.
The only way this could have happened is because some part would have failed on this Garmin Nuvi 1300 resulting in an electronics issue.
If the device is under warranty a free replacement can be asked for.
However, if it is out of warranty the only solution is to have it repaired at a reliable facility. There is no way the map can be retrieved and it will need to be freshly re-installed/downloaded.

A soft reset can fix a Garmin Nuvi 1300 that is freezing up or not working correctly. The reset unfreezes the unit and launches the main menu. If a soft reset does not solve the problem, or if you are selling the unit and wish to erase all of your saved information, perform a master reset instead.
A master reset restores the original factory settings to the unit. Once the information is deleted, it cannot be restored.

The touch screen might need to be re-calibrated.
Turn the device off and disconnect it from the power source.
